¡¡¡¡Recently,the National Energy Efficiency Improvement Industry Alliance of Electric Machinery was established in Beijing.From the perspective of the industry,the establishment of the National Motor Energy Efficiency Improvement Industry Alliance is conducive to reducing the systematic risk of a single company operating large-scale projects and giving full play to the group's operational advantages.The deeper significance is that the market-oriented operation mode can be used to provide diagnosis,audit,scheme design,construction,financing and other integrated services for the energy-saving transformation of the user's motor system in a standardized and large-scale manner.
¡¡¡¡Designed to create an integrated solution
¡¡¡¡The motor market is widely used,with great energy saving potential and obvious demand pull effect.According to statistics,industrial emissions account for 72%of carbon emissions,and motor is the end product of industrial energy conservation,so motor energy efficiency improvement is the key work of industrial energy conservation.The data shows that in 2011,China's motor population was about 1.7 billion kilowatts,and the total power consumption was about 3 trillion kilowatt hours,accounting for 64%of the total power consumption of the whole society.Among them,the total power consumption of industrial motors was 2.6 trillion kilowatt hours,accounting for about 75%of industrial power consumption
¡¡¡¡In the process of implementing the motor energy efficiency improvement plan,the negotiation and transformation of a single project have high costs and many obstacles.The establishment of the motor energy efficiency improvement industry alliance is conducive to innovating the operating mechanism,integrating motor manufacturers,energy contract management companies,energy saving diagnosis institutions,financial credit institutions and other units,and providing integrated system solutions for diagnosis,scheme design,financing,transformation,construction,acceptance,etc.
¡¡¡¡In the opinion of Chen Jin'en,chairman of the National Motor Energy Efficiency Improvement Industry Alliance,motor energy efficiency improvement is the key work of industrial energy conservation.It is necessary to create a complete industrial chain integrating evaluation,diagnosis,financing,investment,operation and assessment,and create a new business model of mutual cooperation and win-win development by excellent motor manufacturers,investment and financing management companies,third-party service providers and motor users.Encourage and support the transformation and upgrading of scientific and technological innovation,promote the research,development and application of energy-saving technologies for major key and common motor systems,and integrate advanced technologies and products for motor system energy-saving into the project.
¡¡¡¡The alliance should do a good job in several key tasks:First,it should break through the traditional alliance operation mode and build the alliance into a market-oriented operation platform for enterprises to actively participate in;Second,we should have strong market development ability,and form an operating mechanism of resource sharing,risk sharing,mutual benefit between supply and demand,and win-win cooperation;Third,we should establish a restraint mechanism,and punish members who fail to meet the requirements;The fourth is to establish a cooperation mechanism with financial credit institutions to open the channel for financial credit funds to enter the energy-saving transformation of motor systems through large-scale and batch projects.
¡¡¡¡Assist in the implementation of energy efficiency improvement plan
¡¡¡¡The insiders said that although the motor energy efficiency level in China has gradually improved,the overall energy efficiency level is still low.From the motor itself,the average motor efficiency in China is 3 to 5 percentage points lower than that in foreign countries,and only 3%of high efficiency motors are currently in use;From the perspective of motor system,the operating efficiency of motor system is 10-20%lower than that of foreign advanced level due to unreasonable matching,backward adjustment mode and other reasons.
¡¡¡¡In order to promote the improvement of motor energy efficiency,relevant departments have launched all-round preferential policy support,such as financial subsidies,preferential tax rates,giving priority to green loans for energy-saving transformation of motor systems,etc.,to fully promote energy efficiency upgrading.
¡¡¡¡In April 2013,the Ministry of Industry and Information Technology issued the Implementation Plan of 2013 Special Action for Industrial Energy Conservation and Green Development,focusing on the implementation of two special plans,namely,motor energy efficiency improvement and green development of lead related industries.In addition to setting specific goals,the plan also sets progress requirements on a monthly and quarterly basis,and policy and central financial support are constantly strengthened.
¡¡¡¡Since then,the Ministry of Industry and Information Technology and the General Administration of Quality Supervision,Inspection and Quarantine of the People's Republic of China have decided to organize the implementation of the national motor energy efficiency improvement plan.According to the plan,by 2015,the motor products will be upgraded,and 50%of low-voltage three-phase cage asynchronous motors and 40%of high-voltage motors will meet the energy efficiency standards and specifications for high-efficiency motors;A total of 170 million kilowatts of high-efficiency motors were promoted,160 million kilowatts of inefficient motors were eliminated from service,100 million kilowatts of energy-saving technical transformation of motor systems were implemented,and 20 million kilowatts of high-efficiency remanufacturing of obsolete motors were implemented.
¡¡¡¡It is estimated that 80 billion kWh of electricity will be saved in 2015,equivalent to 26 million tons of standard coal saved and 68 million tons of carbon dioxide reduced.The textile,coal and chemical industries in Huaibei City,Anhui Province have nearly 10000 motors,and the energy consumption accounts for more than 1/3 of the industry's energy consumption.If the energy-saving servo system of textile motors and coal motors in the city is transformed,the average power saving rate can reach more than 50%.As a pilot city for motor energy efficiency improvement,Fan Lixin,Vice Mayor of Huaibei City,Anhui Province,said that he would closely focus on the central work of motor energy efficiency improvement,combine with the elimination of backward process equipment and production capacity,strengthen coordination services,and adopt the"classified guidance"and"one household,one policy"methods to promote the implementation of the work.
